The World Referendum can be set by The World Constituent Assembly to adopt The World Constitution.
Some people, including Vote World Parliament Association, suppose that existing national governments should conduct referendum first to create World Parliament.
The (Transitional) World Government thinks that it can be done without any help from existing national institutions.
